I called DOS regarding VB

I called DOS 202-663-1541 and pressed 0 to speak to someone twice today. Both ladies are rude and absolute that I cannot talk to anybody regarding to visa bulletin to express our concerns of China's EB catagory might be wasted for this fiscal year. The second lady told me that "we discussed it in the meeting and we are aware of it, it will not be wasted". And she said no public telephone number is available to discuss this issue. All we have to do is to wait until 15th of this month. Anyone has any idea where to express our concerns? I am sure they are making up the next month bulletin as we speak, is there any way we can still lobby policy makers?
