I came here on F1 and I got rejected once for not enough money. The other common reason is they suspect your intension to stay.

Many friends of mine came on F2, and all successfully transfered to F1. I guess the ratio to get rejected is low, but if it happens, the price is high (even you go to Canada, stay there and wait for visa is not fun).

I guess this is more on your personal choice. If you are risk taker, go for it. You may get it without any problems. If you are conservative, wait for your visa, and if it is too late for fall semester, ask the school to hold you until next spring or fall. It is safer but you may lose another half or even one year.
