Basic things like name, birth date, address, etc, are not considered national secret, since you are just a common citizen, so those info are pretty open, and I don't think there is any reason why chinese government should not cooperate on these inquiries. At least, for example, if you are tracking international criminals, you do want foreigh government to verify those info? Surely it's for the benefits of both countries.

Back to the implicated but unmentioned question, "will the chinese government verify whether one is a communist party member", I think that's also a YES. Although you don't want to mention that in US, Chinese governement does consider it as an HONOR, so it would be just as happy to verify it.
