I recently did H1-B transfer between universities. The new employer told me at least three months ahead to the petition since the VSC is very slow on I-129.

They sumbitted my petition on July 21 and I do not receive any response from the INS yet. I will move to B univ from A Univ on September.

You may contact some professional attorney ASAP.
