What are your talking about?
If "he" really has earned a degree in US "he" should know all these.
That would be totally illegal and he, or is it yourself, cannot go anywhere before report to the school.
And F-1 must take at least 3 credit hours per semester if using approved full-time CPT after one academic year. Otherwise "he" must register and TAKE 9 credit hours per semester.
You must be kidding on this, right?
