New Immi Clause: 4 yrs to be eligible for citizenship?

Did anyone hear about a new immigration clause about green card holders no longer need to wait 5 years before becoming eligible for US citizenship? The new law says PRs now only need to wait for 4 years,etc, is it true? Has it been implemented?
