China EB2 may have to wait visa number spill over EB1

I guessed the 2800 Chain EB2 visa number had been used. However, the total EB number have not reached 7% limit. Because of BEC, the currect situation is very complicate. I guessed USCIS can not decide how many visa number cab be spilled over unitl late August.
It is a chance for the waiting EB2 current cases. Situation may be worse in October.
