It is "Important Information"-not "welcome notice"

Who give the name of "Welcome Notice"? But it did say under the card: You can go to the USCIS website to find a guide for new Permanet Resident called Welcome to the United States. It also has other informations on that. By the way, anybody can read the "Welcome to the United States" on the website, not need to obtain a card.
