1) Even the first time, I-134 is not the must_present
form. It will definitely be better if you show I-134,
but usually it will be OK for not showing it.

2) What you heard is absolutely correct. Just do it,
ignoring the invitation letter. Do you really want to
know a reason? Does every matter VO and their policies
caused have a reason? Do you really need a reason?
Do you? You don't.
