apply for GreenCard by myself?

I want to apply for Green Card by myself. However, in Instructions of I-140,
Purpose of Form: To petition for an alien worker to become a permanent resident in the United States. This form is filed on behalf of an alien, and not by the alien.
由範毅禹律師事務所提供(http://www.fan-law.com/getArticle.cfm?articleID=387&language=1) 美國移民局(BCIS)最近發放了新的I-140表。一直以來﹐I-140表都是用做為外國員工提出移民美國申請的。這種申請隻能由申請人的代表人提出﹐而不是申請人本身。
How to understand these sentences? That means we cannot apply for Green Card by ourselves?
