Background Check = Name Check?

請問是一個意思嗎？
前幾天去LOCAL OFFICE INFOPASS，告訴我finger printing is complete and bachground check is cleared. 難道說我已經過了NAME CHECK 這一關了？我是NIW PD 09/05。
