請問小白兔 and other experts: EB2 question?

Hi 小白兔and other experts:
I received my I-140 (EB3/LC based) early this year. My EB3 priority date is May 2003. Now I'm applying for EB2 Perm. I'd like to ask you if my EB2 Perm is approved now, can I file my EB2 I-140 and I-485 immediately and concurrently ? My understanding is that I can transfer my EB3's priority date (May 2003) to my current EB2's application. Since EB2's Visa Date already passed May 2003, I can file my EB2 I-140 and I-485 immediately now, right?

Another question: normally, how long to get Perm approved?
