visa refusal history

Hi,
I'm going to apply for H1 visa out of US. On the visa application form (DS-156) box #31, it asks "Have You Ever Been Refused a U.S. Visa?" I was denied a student visa (F1) before and was granted later. Should I specify the denied visa in the past? Will it affect my H1 visa application?
