My family have similar situation. They are still waiting for FP noticr.
My lawyer sent a letter to CIS requesting for FP notice last month. There has been no response so far. Sometime CIS is very stupid. Two weeks ago I even received a green card that belonged to a lady in FLorida at my address. You need to call CIS for FP notice. Without that, you can't make appointment for FP.
