Theoretically, yes, because PERM is for future employment. As long as the PERM sponsor continue to support you in every step. Many cases do get approval this way, and they must work for the sponsor after GC approval.
In practice, the chance is best for those who have not been in US before immigration approval than those in US but not working for the sponsor, unless there are good reasons that you cannot work for the sponsor without GC.
