請問兩個FOIPA的問題

Privacy Act Request Form上隻是要你提供一些個人信息，沒有地方寫我需要他們做什麽，是不是需要另附一張紙說明一下。或者因為他們是FBI，不說也知道我們想什麽？：)

還有，應該到哪裏去公正呢？請有經驗的朋友指點一二，謝謝先。
