question about premium process for I-140

A friend of mine is applying for I-140. She learnt that processing of I-140 may be done within two weeks for a fee of $1000, but was not sure whether this is true or not, and if so, how it can be done. Was wondering any DA XIA can answer this question. Thank you in advance.
