請教小白兔，radiology和其他高手:response to FOIPA

本人因懷疑被NAME CHECK，所以寫信要求FOIPA。不久受到回信顯示NO RECORD如下
"A search of the automated indices to our central record system files at FBI Headquarters located no records responsive to your FOIPA request."

但是後麵又有一段說我可以FILE administrative appeal；
"Although no records responsive to your FOIPA request were located in our automated indices, we are required to you that you are entitled to file an administrative appeal if you so desire"

請問各位“administrative appeal”是什麽意思，我到底需不需要FILE這個APPEAL。謝謝
