Xiao Baitu, Part time H1B application help

Hi Xiao baitu: I tried to use chinese software but it was too slow and I lost all of them before I post. Here is the question: I have PhD from US but never had H1B quota before. Currently I am H4 (don't laugh). Now I may have a chance to get a part time freelance job from industry. I want to apply for a part time H1b, do you think it is doable? What should I pay extra attention on it? Will you recommend one person/lawyer who is expereinced on doing this? How do I meet the prevailing wage requirement?
