Were you important or famous back in your home town? if yes, better answer yes.

Say no, save you some trouble. Risk: if in the future USA bothers to investigate you
and find out, even you have become US citizen then, you citizenship can be revoked.
Say yes, you need to go through many background checks but mostly won't affect GC approval unless you were in secret police or intelligince or something. Bad part is, any future application you might need to go through security clearance check again and again. Good part is, you US citizenship in the future can not be revoked based on this past CCP reason.
