India has 16000 EB2 and 23000 EB3 in 2005. why China only has 9000 EB2 and 4000 EB3?
There is no rule in uscis that says India can have more number than China, so EB2 and EB3 from India should be subject to the same rule and limitations as those from China. Therefore, what might happened in 2005 is that China did not use up all the EB2 and EB3 visa number it can have, and those visas flew to India.
