The immigration officer will not allow people to have two F1.

Ask a lawyer. Since your first F1 is approved, if you want to go to the second school, you need to do F1 transfer. For yous transfer, you need signature of the first school's officer. But I don't think the first school officer will sign for you if you haven't finished even one semester there.

You may need to cancel the cancellation letter and go to the first school first.
