Cause all my friends around me have filed and converted into PERM from either RIR and Traditional, and all get approved and then use the old PD and new PERM LC filed 485.(some of them are still waiting).

As I said, that is my personal experience. Maybe there are some other stories. But at least when we are talking about BEC, we should think that there are some cases are actually already converted to PERM. maybe not all, but at least some.
