People from Visa waiver country does not need a visa either

The correct answer is Yes if you have been issued an I-94 at the entry point. However, the consequence of writing wrong answer is not devastating in any sense. CIS officer can easily figure it out from your documents and computer record sif you provided them I-94, copies of passport. The worst case is that they issue you NOID. No big deal.
