I received the same response email from CIS. Hope the stories that jjq told will also happen on me. I had my 2nd fingerprints done last month. Recently, many people who did the 2nd fingerprints received approval notice in about 1 month. That is why I hope that jjq is right.
By the way, I do not releally believe what CIS said is true. Simply because they respond to people with different situations in the same way. That response letter ("name check" or "background check") might just be an official but universial letter that can answer anyone. According to information provided by FBI agents (available in this forum) and stories I learned in the past, it is very unlikely for FBI to process a name/background check for more than 1 year or even 3 to 5 years. If unfortunately this happens, I would suggest that it is the problem of CIS -- because presumably CIS has the responsibility to keep the track of all cases they filed with FBI.
This is my perfonal feeling. Maybe it is wrong, but I believe it. They will never let you know how they work out these delayed case, and why it happens. My 140 took 1-1/2 year (and one of my friends I-140 took 2 years). Were they also due to name check? Come on! For I-485, FBI is just an excellent scapegoat, and you have no way to bother them anymore.
I will let you guys know if my suspicion is right.
