Like they say "it is not over until is it's over." Before then, it will be everyone's guess. It appears USCIS is going to have some unused EB visas left for F06. This make your wander the math ability of the anaylst in DOS. Why not let USCIS determine the cut-off date as this is where the bottleneck is in the GC process.

Just a thought.
