Eb1-b is risky. It is just my own opinion, since I don't see any Eb1-b case as yours.

You'd better count your ability. Actually, even NIW is not strong, why don't try perm. It is pretty fast especially you work in university. PD is the same as NIW.

If you really think GC is important to you, my suggestion is to try a safer way. Rejected and re-apply will only waste you more time
