All over the world recommendation serves well for independent reference purpose, this is what INS look for independent evaluation of your work not from your acquaintance

However, you've got to have some American Independent reference, since they are the American people, emphasize better on America's National interest,

How could Canada, UK people declare better on American's National interest since they are not American people? this is for the sake of National Interest,

So you can have UK, Canada people as independent evaluation, but you must have American people as reference, "Independent" is always important nowadays in the RFE.
