Please help!! Is this a denial stamp for H-1b visa?

My wife recently applied for H-1b visa in Beijing and the officer asked heer to present some addtional materials and reaaply. Her passport got a blue stamp with 'Received, visa section,..'. Is this a denial stamp? When she reapplys, what she needs to check 'Yes/No' on OF156 about question of previous visa application? Thank you...
