Is bottom part of I-797A enough for H-1b visa?

Just found the original bottom part of I-797A (Is is indicated as Form I-797A on the card). When applying H-1b visa in Beinjing, is that card good enough? Or we have to have the original or copy of the top part of I-797A. In the bottom part of the top part, it is also indicated as Form I797A. To my understanding, top part is kept by employer. But the employer lost that part and we also lost our copy of that part. Please share your experience or understanding. Thanks.
