If you read closely, every location only releases their visa appointments slots up to 8 weeks ahead. For example, they will only have appointments for next couple months in Toronto. However, the reason why you couldn't even see one opening is because it's all been booked. It has been really hard to book an appointment online in Canada for 3rd country visa processing. Try Sunday night or early Monday morning. Not sure if that's when they update their database, but worth a try. Keep trying and good luck!
