there is no worry about 140 directly submitted to NSC

Only transfered 140, all their numbers were not start with LIN...None of them were seen in the repcord of NSC approval. They would have changed the number to re-register if you say some of the transfered 140 had been approved. Or, they haven't touched transfered 140 at all.
