140 approval question: 'not eligible to file' I-485

On the I-797 approval notice, it was written 'The information submitted with the petition shows that ... the person is not eligible to file an adjustment of status application at this time'. Does this mean that a visa number is not available at this time or something else? According to the DOS Visa Bullutin, EB1 visa number is current already. My question is can I submit I-485 now (my PD is December 05). thanks.
