I think you have problem with your cover letter. In your cover letter you should high light all your qualification according to this requirements. For example, I list the cirtera that I qualified at the very biginning.

Remember, the visa officer only have less than an hour to read your case. Someone said only 15 minuts. You must make it easy for them to find your qualificaitons in your cover letter.
