485 Name Check is clear

Does CIS start name check after getting the finger print result or after our I140 approval?
My FP was done in Nov. 2005, but my 140 was approved last month.

And I was told my name check was done on the phone today. I do not know if this information is true or just a typical answer when you call them asking the 485 status.
How could it's so fast for the name check if they start after my 140 approval?
