If there were no transfer of 140 to NSC then TSC, we may have go

Recently, many 140 of last Sept. were approved in TSC (not NSC). People all have waited for 9 months. All 140 transfered from CSC VSC were filed in NSC again with a new date in Mar. After that date, people still waited 3 months, which would be the common waiting before. Although you still have the PD from your first submission, USCIS delayed all 140 by transfer process about 6 months.

If you say anyway PD was reserved and the cutoff date is not current, It is just the samll luck among the big error. It is very possilbe that after you submit 485, USCIS makes a new "transfer-kind" policy or any other chaotic policy and waste your time without any responsibility.
