WHo can help me wiht teh filing problem in I-130 please ?

I apply for my son who was aged out just before two months when I got my visa. Now I am going to file the I- 130 form for him . The item 16 " Has your relative ever been under immigration proceedings" confuses me . Who knows how to file that item in my son's situation ?
