AP 疑問

Hi, my friends,
我的1-140 最近從VSC transfer 到 NSC。現在我想申請advanced parole. 我想我應該發到NSC。

從 http://www.uscis.gov/graphics/fieldoffices/nebraska/aboutus.htm， 有一句話“
Forms I-131, Application for Travel Document (Except Applications For Advance Parole), are filed with the Nebraska Service Center.”。這是什麽意思呢？我申請AP，填的就是1-131。下麵又給出了file 1-131的地址。我能用這個地址嗎？

最近有沒有跟我情況類似的朋友剛辦理了AP的，你們寄到哪個地址的？
