"Welcome notice" for interpretation

Yesterday I called USCIS for my case (EB1, PD 03/2003), A lady gave me a 16 digital number for ref. This morning, my current staus changed as the following " On June 21, 2006, a welcome notice was mailed for this case. If 30 days have passed and you have not received this notice. Please call the National Customer Service Center at (800) 375-5283 during business hours. Does "welcome notice" means a kind of good news?
