I am not sure whether you can enter with AP if your h1b get rejected or delayed. But if you don't apply for h1b and enter with AP, you are still on h1b status. Check this out:

I guess one ambiguose thing here is whether you can still change company afterwards under that H1B and apply for another H1B with the new company
