It took me nearly one month to receive the receit (my petition was filed to VSC, then transfered to CSC).

According to the what was said by the supervisor of Human Resources in my company, the answer to the second question is YES. I was told that as long as your petition was received by BCIS before the expiration date of your first H1B, you were good to work without receiving the receit. But to be honest, in my case, i received the receit just before my first H1B expired. So..... If you have an attorney, you'd better consult him/her.
