Can I go to Beijing to apply for my H-1 Visa?

I am planning going back to China this December. I am currently under H-1 and my passport was issued in Shenzhen, Guangdong. I came to states under F-1 visa in 1999 and havn't been back home ever since.

Just wonder whether I can fly to Beijing applying for my H-1 visa instead of going to the Guangzhou Consulate.

Would greatly appreciate it if someone can shed some lights on my situation.
