Name Check and Mandamus

My case has been pending name check for over 2.5 years. I can't figure out why, because I have flawless educational/professional history. Always in legal status.

Everytime when I checked with local INS in San Francisco office, they always said the delay is due to FBI name check. I am so tired of waiting and am seriously thinking about filing a writ of Mandamus.

But my laywer said she doesn't know how to do it. Can someone recommend a lawyer that has done that for them or for the people they know? Thanks in advance.
