I have exactly the same situation as you. Under Publication 519, Chapter 8, you don't need to pay social security and medicare tax, unless you are considered a resident alien. However, I was informed by my friend who got her SS&M tax back while she was in OPT, I needed to get it separately from my tax return, from SS&M department with company's letter indicating the reasons of deduction of these taxes from the paycheck. I called the SS&M department a couple day ago, and was told that I needed to proceed it through IRS. Let me know if you get any helpful information.
