Three problems with your previous petition

1): obviously too few independent letters
2): Recom letters overcomplimented you but without proper evdence to support
3): you did not address well the third prong of NIW, that is, the influence of your work (past and current) on national interest and your peer's work.

Solutions:
Look for more independent recom letters, compose a new RFE response letter with your all evidence including old and new (if you are not restricted to use the new evidence). Remember the influence of your work can not be overemphasized in your NIW and EB1 applications.
