1) There is no number in FBI you can call to check NC. I found few numbers from FBI web site, all is voice mail.

2) If you call 1-800 number directly to CIS ( this number in your receipt), you are connected to CIS DC help center, and the people there knew nothing about your case! You need to play some trick to get your call forward to the center who process your case. ( Refer to immigration portal). Now you have 50% chance to talk to a person who know and will tell you the actual status of your case. ( NC, FP etc. I can say there is only 50%. You may still talk to a person who is unwilling to tell you)
