for transferred 140, all recently approved are from TSC

In NSC, we saw some 2006 Mar cases approved but they directly submitted to NSC not transferred. Are they just lucky? I would rather say all transferred 140 from other center to NSC are NOT LUCKY. Only NSC did this weird thing. They are so happy to play by their way.
