Can I get an UK visiting visa in US in my case? help

My AP travel document is still under pending. I am asked by my employer to travel to UK, to save time, before I get my AP, can I apply and get the UK visiting visa in US now by showing my valid H1B document with valid I-94 instead of H1 visa/AP travel document/green card? My understanding is it might be ok since someone may enter UK first, then get US visa at UK during the trip. Any information would be highly appreciated. thanks a lot
