I think it's much more than 1%. My name check stuck in FBI from Feb-2005, my colleague ( India ) has same thing. I checked few friends around me, either name check finised in 2-3 weeks, ( like my wife), if pass that threshold, you just need to pray!!! 4 or 5 years is not rare.
