DOS moved the cut-off of china EB-2 to May, 2000 in last October. It took about seven months for china Eb-2 to reach Jan 2003. Everybody knew how many people are still waiting GC with PD before 2003. Then it took about 3 month for china EB2 to reach Mar, 2005. It is really ridiculous. It is DOS's plan. Because DOS had no idea about the right cut-off date. It took them half year to get an accurate visa number.
People in BEC will be the victims of the stupid DOS policy. They can't submit their I-485 even PD is current because LC was not approved. when they are released from BEC. A long line of I485 is waiting for them. They have to wait quite a while because the processing time of 485 rely on the receipt date of 485 rather than PD. The advantage of the early PD is useless.
It is really unfair for the friends in BEC!
